Technical Assistance & Training Unit

The Technical Assistance & Training Unit provides support to Florida's 21st CCLC sub-grantees to help ensure that all programs operate effectively and efficiently, and work toward improving student performance in academic and enrichment areas.

The TAT Unit provides consultation on a variety of issues, including:

TAT Consultants primarily serve 21st CCLC programs via telephone and email support, however, programs may request on-site visits based on specific needs. In addition, TAT consultants may visit programs based on evaluation reports, Florida's Department of Education requirements, and the desire to identify best practices/model programs around the state.

Program Evaluation Unit

The Program Evaluation Unit was established by the Florida Department of Education (FDOE) and 21st CCLC Leadership Team to assist the FDOE, as a funding agency, to fulfill evaluation, data collection, and program reporting requirements.

The purpose of the PE Unit is to examine the quality and effectiveness of Florida's 21st CCLC programs, while also highlighting the accomplishments of individual programs as per their stated objectives. Quality is evaluated in terms of the five objective areas set forth by the Florida Department of Education (i.e., need for project, adequacy of resources, quality of project design, quality of management plan and budget, and quality of project evaluation). Effectiveness is evaluated in terms of student outcomes and performance, teacher surveys, and program satisfaction surveys from students and parents. The ultimate intentions of evaluation is to:

  • Provide information and direction to program managers, teachers and other practitioners administering Florida's 21st CCLC programs.
  • Determine needs for technical assistance trainings.
  • Make recommendations to the Department for continued funding.
  • Provide evaluation feedback to the Department and sub-grantees based on program objectives.

Policy and Compliance Unit

2010-11 Monitoring and Self-Assessment Work Papers

The Policy and Compliance (P & C) Unit was established by the Florida Department of Education and the 21st CCLC Leadership Team to assist the Florida Department of Education (FDOE), as a funding agency, to fulfill its Federal and State statutory and regulatory requirements regarding monitoring of sub-grant supported activities. [Section 441(b)(3) of GEPA; 34 CFR 80.40(a); and 34 CFR 76.700]. This Unit works closely with the Florida Department of Education to ensure these requirements are carried out effectively. Two major components this Unit is charged with include policy review, development, and implementation, and program monitoring and compliance. The P & C Unit provides statewide technical assistance and training on issues related to monitoring for agencies, institutions and organizations that receiving 21st CCLC funds. The P & C Unit also provides ongoing policy guidance and technical support to the aforementioned entities.

The P & C Unit utilizes Monitoring Work Papers and a Compliance Tracking System to ensure that 21st CCLC programs are implemented with fidelity. It is important to note that that the FDOE reserves the right to withhold funding to and to implement other more restrictive conditions for sub-grant recipients deemed as not implementing federal programs with fidelity as determined through the monitoring process.

Major services offered by the Policy & Compliance Unit in consultation with the Florida DOE

  • Revise the 21st CCLC State Policy Manual with updated information annually, as required by the Florida Department of Education and disseminate the manual to sub-grantees and other stakeholders, as appropriate.
  • Provide policy guidance on issues or questions related to the 21st CCLC program, as requested by sub-grantees and other agencies.
  • Revise the 21st CCLC Monitoring and Self-Assessment Work Papers annually to ensure updated information or requirements are included.
  • Review all sub-grantees Monitoring and Self-Assessment Work Papers annually.
  • Conduct an annual desktop monitoring of selected sub-grantees through the utilization of the monitoring work papers and review of documentation supporting the work papers.
  • Provide technical assistance to local education agencies, faith-based, and community-based organizations to ensure sub-grantees are in compliance with applicable Federal and State statutes, regulations, and policies.
  • Conduct on-site monitoring of selected sub-grantees within the state based on the Compliance Tracking System and requests from the FDOE.
  • Review, analyze, and synthesize monitoring responses, support documentation, and follow-up activities with sub-grantees, and provide recommendations for corrective actions to the Florida Department of Education.
  • Conduct statewide or regional staff development to assist sub-grantees with the implementation of applicable Federal and State laws, regulations, policies, and procedures.
  • Conduct full-desktop monitoring of selected sub-grantees, where warranted.
  • Assist the FDOE to coordinate the 21st CCLC State Task Force.
  • Assist the FDOE to track and follow-up on the Auditor General’s findings for any 21st CCLC program in the state of Florida. Assist the FDOE with recommended resolutions.

    The 2010-2011 Data Collection Information Packet is now available and can be downloaded through the link above. The worksheets contained in this packet are designed to ASSIST sub-grantees in the collection and submission of requisite data for both the State of Florida and the United States Department of Education (PPICS). Data obtained through the use of these worksheets will be submitted to either the state and/or the federal PPICS. Therefore, these worksheets provide programs with a tool to help ensure necessary state and federal data are collected throughout the year. These worksheets do NOT excuse each program from collecting additional data proposed within the grant application/proposal.
